Revising authorization to be granted leave of absence for military service to include Coast Guard; clarifies provision relating to leaves of absence for all state officers & employees for reserve or guard training; specifies that authorization for leave of absence for public officials & state employees to perform active military service for specified timeframe is based on single order; removes DMA positions from compulsory participation in SMS Class; provides that participation in such class for all other members employed within DMA is separately governed by specified provision; revises eligibility for Soldiers & Airmen Assistance Program to include traditional drilling guardsmen on state active duty or specified federal duty & their eligible beneficiaries demonstrating valid financial need; requires requests for assistance to be reviewed, processed, & approved by Florida National Guard Foundation's board of directors; requires requests for assistance to be reviewed & evaluated based on specified criteria; requires board to annually review by-laws that govern such program; requires board to provide report to DMA to be approved by Adjutant General. Revising the authorization to be granted a leave of absence for military service to include the Coast Guard; revising the authorization to be granted a leave of absence for reserve or guard training to include members of the Florida State Guard; specifying that an authorization for a leave of absence for all employees of the state and the counties, municipalities, and political subdivisions of the state to perform active military service for a specified timeframe is based on a single order; deleting positions from the Department of Military Affairs from compulsory participation in the Senior Management Service Class, etc.

Providing an exemption from public records requirements for all records identifying participants in any state retirement plan administered by the Division of Retirement of the Department of Management Services and held by the division or the State Board of Administration; providing for future legislative review and repeal of the exemption; deleting provisions providing a limited exemption from public records requirements for certain retirement records; providing a statement of public necessity, etc.
